Franz was active in the 1970s & 1980s (possibly the early 90s too) made excellent leather clothing items. Was a mid to upmarket brand.
This one looks to be 80s with the bold red Ziggys (probably had a matching jacket too as leather skirts and jackets sets were super popular and trending big time in the 80s).
